Monsoon Session Delivers High Legislative Productivity with 19 CAG Reports Tabled and 4 Bills Passed

From 5 Sessions in Five Years to 6 in Under 18 Months: Speaker Shri Vijender Gupta Highlights Sharper Legislative Pace of 8th Delhi Assembly

52 Public Matters Raised in Three-Day Monsoon Session; 23 Members Given Opportunity to Raise Issues in a Single Day

New Delhi, 12 August 2026(PRESS RELEASE)”The Monsoon Session remained highly productive despite the continued absence of the Leader of Opposition, with 19 CAG Reports tabled and four crucial Bills passed during 13 hours and 19 minutes of proceedings,” said Hon’ble Speaker of the Delhi Legislative Assembly Shri Vijender Gupta today while addressing a press conference at Delhi Vidhan Sabha. Shri Vijender Gupta briefed the media on the key highlights, major achievements, and legislative outcomes of the three-day sitting. Under Rule 280, a total of 52 matters were successfully raised by Hon’ble Members. Breaking previous precedents, where the daily limit is fixed at 10 members, a record 23 members were given the opportunity to speak on public issues in a single day.

The Speaker highlighted that despite a sizeable Opposition of 22 members, around 20 attended the House alongside robust attendance from the Ruling Party, with 44–45 out of 48 members present. Reflecting on the Assembly’s efficiency, Shri Gupta drew a stark contrast with the previous 7th Legislative Assembly—which held merely five Sessions across its entire five-year tenure—emphasising that the current 8th Legislative Assembly has successfully conducted six Sessions in less than one-and-a-half years.

Detailing the matters taken up on the floor, Shri Vijender Gupta noted that Members actively raised pressing civic concerns including garbage disposal, waterlogging, stray cattle, PWD roads, and electricity bills. The House also held a two-day Short Duration Discussion on the role of political leaders in the North-East Delhi riots and the issue of punishment. The House also unanimously passed a congratulatory motion regarding the Delhi Lakshmi Yojana. Furthermore, greetings were extended on the Prakash Utsav of Shri Guru Nanak Sahib Ji, and solemn tributes were paid to former MLAs and victims of tragic fire incidents across Delhi.

The Speaker highlighted that four important Bills were introduced and passed during the Session. These included the Delhi Bed and Breakfast Establishments (Repeal) Bill, 2026; the Bill relating to the right of citizens to time-bound and accessible delivery of services, 2026; the Delhi Urban Shelter Improvement Board (Amendment) Bill, 2026; and the Delhi Fire Service (Amendment) Bill, 2026. The Speaker said these legislations represent important measures towards strengthening public service delivery, urban shelter administration and the functioning of the Delhi Fire Service.

The Session also witnessed a significant technological milestone with the launch of an AI-based BHASHINI live transcription and translation system on a pilot basis in the Delhi Legislative Assembly. This marks the first such pilot in any legislative institution in the country, further advancing the Assembly’s commitment towards technology-enabled, accessible and inclusive legislative proceedings.

Turning to institutional accountability, Shri Gupta emphasised that discussions surrounding the 19 CAG Reports were thorough and time-bound. All reports have been forwarded to the respective government departments for immediate Action Taken Notes (ATNs), with active involvement from the Public Accounts Committee (PAC) and participation from representatives of the Comptroller and Auditor General. The Speaker reiterated that action on the reports should be undertaken in a time-bound manner so that they reach a logical conclusion and their implementation can be ensured at the earliest.

Expressing deep anguish over unparliamentary conduct, the Hon’ble Speaker condemned the obstructive behaviour displayed by certain Opposition Members both inside the House and within the Assembly premises. He noted with concern the instances of creating disorder, throwing objects such as rice, using abusive language, and forcing the intervention of Marshals on all three days of the Session. Shri Gupta stated that while the Chair possessed full authority to initiate stern disciplinary proceedings, restraint was deliberately exercised with the expectation that democratic decorum and parliamentary traditions would be honoured in the future. A motion of condemnation was also passed by the Chair from the floor of the House.

On the administrative front, the Speaker reiterated the Secretariat’s commitment to complete transparency, highlighting seamless communication with the media, prompt sharing of public documents, and a clean, formal prorogation process for every Session without arbitrary splitting.
