Delhi Chief Minister Smt. Rekha Gupta said on Thursday that a historic step had been taken towards the planned, comprehensive and future-oriented development of Delhi. On behalf of the people of Delhi, the Chief Minister expressed her heartfelt gratitude to Prime Minister Narendra Modi, Union Housing and Urban Affairs Minister Shri Manohar Lal, Lieutenant Governor Sardar Taranjit Singh Sandhu and all officials of the Central and Delhi governments. She said Delhi had been waiting for a Master Plan for a long time, and the Master Plan had finally been presented to the people of Delhi, making it a moment of great happiness for the entire capital region.

The Chief Minister said that ‘Delhi Master Plan-2047’ is not merely a document, but a comprehensive roadmap for the overall development of Delhi. Keeping the capital’s current challenges in mind, it will set the direction for development in line with its future needs. She said better coordination between the Central and Delhi governments was giving fresh momentum to Delhi’s development, and Master Plan-2047 was an important outcome of this cooperation.

‘For Delhi, this is not just a Master Plan but a vision document for development’

CM Rekha Gupta said Delhi is a capital whose population is constantly growing, while its geographical area is limited. Spread over around 1,484 square kilometres, Delhi faces several challenges related to its growing population, transport, pollution, housing and basic infrastructure. Despite these constraints, she said, Master Plan-2047 has laid out a comprehensive development plan keeping every part of Delhi and every section of society in mind. It encompasses the development of rural areas, unauthorised colonies, residential areas, slum settlements, markets, low-density areas, educational and healthcare infrastructure, warehouses, farmhouses, forest areas, parks, the Yamuna floodplain, and social and cultural facilities, among other parts of Delhi. The objective is to build a Delhi where people have access to better housing, better public facilities, education, employment and modern transport, while the capital develops as a safe, convenient, economically strong and environmentally sensitive city.

Target of around 30 to 40 lakh new homes for a growing population

The Chief Minister said meeting the housing needs of Delhi’s growing population is an important part of the Master Plan. Delhi’s population is projected to reach around 3.20 crore by 2047. Keeping this in mind, a target has been set to develop around 30 to 40 lakh new homes, with a special focus on affordable housing. Residents of several old residential colonies in Delhi have for years been waiting for a path towards redevelopment of their areas, along with better facilities and planned development. The Master Plan has made the way easier for redevelopment of residential colonies with higher FAR and better facilities. This will provide an opportunity to redevelop Delhi’s old and deteriorating residential properties with modern amenities.

‘Jahan Jhuggi, Wahan Makan’ to get fresh momentum

CM Rekha Gupta said Master Plan-2047 also contains important provisions for the rehabilitation of slum settlements and provision of better housing. In line with the approach of ‘Jahan Jhuggi, Wahan Makan’, efforts to redevelop slum settlements and provide better housing to eligible families will be taken forward in collaboration between the Delhi government and DDA. For the slum settlements in Delhi, work will be undertaken towards developing housing through the PPP model, with coordination between the DDA and the Delhi government. Providing eligible families with better and dignified housing is a priority for the government.

New momentum for transport and connectivity

The Chief Minister said that as Delhi’s population grows, its transport needs are also increasing continuously. Master Plan-2047 focuses on the integrated development of the Metro, buses, RRTS, multimodal hubs, last-mile connectivity, pedestrian movement and cycling. She said a plan has been drawn up to increase Delhi’s Metro network from the current approximately 416 km to 695 km. Alongside this, attention has also been given to developing around 52 km of cycle tracks on both sides of the Yamuna and creating a network connecting parks. Better public transport will not only make commuting easier for Delhi residents, but will also play an important role in reducing pollution caused by vehicles.

Commercial activities to be encouraged on roads 30 metres and wider

CM Rekha Gupta said the Master Plan also contains important provisions to strengthen Delhi’s trade and local economy. The decision to allow commercial activities on the ground floor on roads that are 30 metres or wider is an important step for Delhi. This will give local markets and traders better business opportunities in their own neighbourhoods and will also promote employment and economic activity.

Simplification of rules to make development easier

The Chief Minister said an important objective of Master Plan-2047 is to reduce the complexities that have persisted for years. She said the 133 categories of different uses and premises have been reduced to 45 categories to simplify approval and development-related processes. The plan also provides for linking the land-use plan with a GIS platform, introducing Transferable Development Rights (TDR), and developing a single-window online system for processes such as TOD, Change of Land Use and layout plans.

New opportunities for the new economy

CM Rekha Gupta said the Master Plan has made space for new economic activities such as data centres, integrated industrial parks, co-working spaces, startup hubs and cloud kitchens to prepare Delhi’s economy for future needs. She said it is essential to create new opportunities for employment and entrepreneurship in a changing economy. Master Plan-2047 will provide an important foundation for positioning Delhi as a major centre for new technology, innovation and modern industries.

Education, healthcare and civic amenities to receive priority

The Chief Minister said the Master Plan has also made the rules more practical and convenient for the development of schools, educational institutions, nursing and paramedical institutions, and healthcare facilities. This will help expand education and healthcare infrastructure in Delhi. Delhi’s development should not be limited to roads and buildings. A developed city is one where better housing, quality education, healthcare, employment, transport, green spaces and public facilities are available to citizens together.

A major step towards ‘Viksit Delhi’ with Centre’s support

CM Rekha Gupta said that in line with the goal of ‘Viksit Bharat@2047’ set by Prime Minister Narendra Modi, it is the government’s responsibility to prepare Delhi for the requirements of 2047. ‘Delhi Master Plan-2047’ will be an important means of translating this resolve into action on the ground. The Delhi government will not allow the Master Plan to remain confined to a document, but will implement it effectively at the ground level and move towards building a Delhi where development reaches every area, every section and every citizen. With ‘Delhi Master Plan-2047’, the capital is now moving towards the future with a clear direction, better planning and renewed confidence.
